Washington In Focus Daily | 2.24.26 | Heated Hearing On Income Tax & The Largest Budget Proposal Yet

February 25, 2026·22 min·1 clip
A packed hearing on a 9.9% income tax bill begins with allegations of 19,000 duplicate and fraudulent public sign-ins.
The clock is tight. It is Tuesday, February 24th, day 44 of a 60-day Olympia session, with 16 days left and an income tax hearing set for 8 a.m. The room fills up fast. Carlene Johnson puts listeners inside House Finance, where bill 6346 needs an overflow room and union representatives show up in colorful scarves. The sign-in fight has not gone away. April Berg raises allegations about fraudulent legislative sign-ins, dragging yesterday's dispute right back into the room barely 24 hours later. Then the budget math lands. Tim has been digging through documents and running the numbers, and his first point is blunt: both operating budget proposals spend roughly $2 billion more than current levels. The deficit sits in the middle of it. The Senate plan would take $750 million from the state's budget stabilization account, then lean on transfers from Public Works Assistance and other accounts. The House goes higher with its rainy day draw. That proposal would take $880 million from the fund, which Tim says he believes matches what Ferguson had requested. Budget writers say the account can recover by 2029, with both proposals showing $2 billion or more back in the fund. Tim is skeptical. He points to recent budget history, including last year's historic $9 billion tax increase, as a reason to treat those forecasts carefully. The hearing trail keeps moving too. By the end, the show has shifted to Senate Bill 5974 and testimony about armed volunteers guarding the Klickitat County courthouse. The witness says the county uses specially commissioned armed volunteers because, without them, the courthouse would have no funded security. That bill is still moving. Carlene says it is scheduled for executive session in the House Committee on Community Safety before the day ends, with an update expected tomorrow.
