A government official named Alexandra Block, known as the Urban Strategist and left hand of the governor, sent an ominous letter indicating she had been watching them. Block believed pigeons spread destructive Skelter energy into the city and wanted to destroy the couriers. Station 103 was demolished. During a period of separation and reassignment, all three couriers developed supernatural abilities tied to the Night Post: Clementine experienced premonitory dreams of Guilt City's destruction, Val could hear unread letters' contents, and Milo developed unnatural plant cultivation abilities. They encountered a cult called the Birdwatchers obsessed with the Night Post, and Clementine began a relationship with Wilhelmina Prescott, who later admitted to spying for Block. A trickster crossroads spirit called the Stranger offered to provide Block's location in exchange for a future favor. Following the Stranger's directions, they found Block hiding in a bunker beneath Guilt Tower, kept alive by machines of her own design. Block revealed that the Other had been conscripting couriers to spread its influence throughout human history. When the couriers refused her plan to send Guilt City to war against the Night Post, Block tried to kill them by blowing up the bunker. They survived. The Birdwatchers helped bring Ashley back, but the returned Ashley was diminished and not fully himself. A pigeon appreciation picnic ended in chaos when hostile, impossibly fast-growing plant life attacked attendees, publicly blaming the Night Post. The Other chose Val as the new postmaster, and the Stranger's true goal was revealed: to use Val to seize the Messenger's power for itself.
