JD opens with a summary of recent Elbaf events before diving into the chapter. The chapter's color spread features the Rocks Pirates in black suits with a dragon and tigers associated with D-Clan members, prompting JD to speculate on the symbolic connection between tigers and the D-Clan. The main story opens at Goblin's place where Goblin tells Shanks that Roger had a son, learned from Garth. Goblin notes that Roger saw Shanks and Buggy as sons too, and wonders whether Roger's son will become the next Pirate King—a nod that likely refers to Ace, whose tragic fate fans already know. Back in Orro's castle, Harold kills a guard whose body had been chained into a pillar, but then realizes his body acted without his consent. Harold understands this means the World Government's covenant has fully taken hold, making him a puppet. He sees himself as the biggest threat to Elbaf and orders his own men to kill him before he can harm more people. His immortality prevents the guards from stopping him and he begins striking them down as they try. Shanks and Harold sign something in the shadows, which allows them to control whoever is within a certain range. Shanks explains the Covenant to Dabun: God's Knights receive incredible strength, immortality, and the ability to travel via the abyss—but in exchange they are completely subservient to World Government orders and cannot defy them. Shanks knew this would happen to Harold and predicted the World Government would not honor their promises. Loki and Harold clash in the castle while Jarl and guards try to intervene. Harold tells Jarl he has been doing the World Government's dirty bidding and is about to hand Elbaf over to them. He orders Jarl to give Loki the sacred devil fruit, believing it is the only thing that can stop him, and begs Loki to end him. Harold calls himself the worst king Elbaf has ever had. Imu's orders continue to corrupt Harold as he massacres more guards. A guard stabs Harold in the neck calling him an imposter, but Harold recovers and declares everyone in the room a vassal. Harold tries to eat the fruit himself, but Jarl stops him, warning that if Harold eats it the world will end. A battle ensues, with Harold stabbing Jarl in the head with a sword. Shanks and Gavin intercept Harold as Shanks realizes the worst-case scenario has come to pass. Loki reaches the legendary devil fruit and opens the chest to claim it—but is suddenly attacked by Ragnar. The chapter closes there, leaving the question of what Ragnar is and why it stopped Loki open for the next installment.
