Chicago is already oppressive when Bernie heads out. She walks long enough for the heat and humidity to turn the day into a storm, and by the time she ducks into the streetcar the first fat raindrops are falling. The rain quickly turns torrential, and the car rattles through the wet streets, flinging dirty water onto the sidewalk. Night Marshal de Sousa meets the unusual crime with the calm of someone who has survived a great deal more than surprise. She gathers the photos and papers into a manila folder, says she will have the Cathys scour the archives for anything similar, and makes clear that the next best lead is not a witness but a detective downstairs. Bernie briefly hopes for a simpler answer, then realizes the civilian is one of the police department's occult specialists and resets her expectations again. The Order and law enforcement keep a polite surface, but the relationship is strained. Police departments have started hiring so-called occult specialists of their own, and the Order looks on them as lacking the screening, training, discipline, and library access of the Jones. Bernie can feel the old fault lines right away. Sousa's grim, ironic humor helps hold the conversation together, but the scene never stops feeling like controlled friction, with every line shaped by rank, history, and what can safely be shared. The chapter lingers on the practical side of the work too, giving the world weight through folders, corridors, and the bureaucratic texture of occult investigation rather than through exposition. That restraint keeps the setting half-hidden while the human institutions around it creak and strain. Jack Donovan closes in from another angle. He is trying to get a ring out of Councilwoman Finney's clutches and into his own hands, because escape from the city is impossible without it. Before he can steal it, he needs to know whether it has been moved and where it is now. He calls for Joey to get the car, says he has to see the scryer, and heads out with heat, cash, and an extra pair of hands to cover all the bases. By the end, Bernie, de Sousa, the police, and Donovan are moving toward the same larger pressure point, with the ring, the car, and the scryer marking the shape of a conflict that is only beginning to come into focus.
