Peter Murphy & the power shift in American education

·46 min·1 clip
Jeremy Beer opens with Peter Murphy and the new federal school choice law. The legislation was signed in July after work from Invest in Education. Murphy speaks as senior advisor to the coalition, and the episode sits within the season’s wider focus on renewing American civil society. He also brings prior experience from the New York Charter Schools Association. The first point is simple: the law could expand access to good schools. Beer and Murphy then slow down and ask what that means in practice. A lot of the discussion turns on the size of the private scholarship market. Murphy says the estimates are hard because the outcome depends on things like how quickly scholarship-granting organizations appear and how fast donors respond. Even so, he thinks the annual impact could reach several billion dollars. The episode then moves into the bill’s opt-in structure. Under the final version, each governor decides whether the state’s children benefit from the law. To opt in, the governor must send the Treasury Department a list of eligible scholarship-granting organizations each year by January 1. The organizations have to follow federal law. States cannot favor one compliant organization over another. Murphy explains that this gives a single official unusual leverage over whether the policy takes effect. He also says the setup is a partial defeat for lawmakers who wanted to go around resistant state politicians. The conversation keeps circling back to the gap between policy ambition and administrative reality. Beer lets the details stay front and center instead of rushing past them.
